Most surfaces do allow you to paint over them. But if you want to smooth and clean looking without texture you have to work on substracture before painting which is tedious business. After ensuring the good surface for painting you will need to apply painting on the surface several levels.

Wood: You can paint on wood surface. But you can not coat on the surface shape. You will have the wood wall shape covered by paint. If you want to see smooth and really covered wall you will need to work on surface to make it smoother.
